The Mid-Staffordshire Report - Francis Report was published February 2013. The report detailed how, through a series of actions and inactions, patient care came to suffer. The report demonstrates how the focus of leadership and management had become disengaged, focussing on national and financial targets rather than on provision of quality patient care.
